On further consideration Dr.

Atkinson has reported that he considers that the conditions

are so different in the three Colonies as to preclude the

adoption of such a scheme as he suggested. I agree with

Dr. Atkinson that it is impracticable to include the Ceylon

Medical Service. The formation of a Medical Service for

the Federated Malay States, Straits Settlements, Hongkong

and Weihaiwei presents, however, less difficulties and

might I think he undertaken with advantage. In the meantime

as the Federated Malay States, the Straits Settlements and

Hongkong are already in a manner linked, it occurs to me

that improvement in the recruiting of Officers for the

Medical Service in those Colonies might be obtained by

publishing a list of the Medical appointments in each when

calling for candidates for any of them. It would, however,

be

have to made clear that Medical Officers are not inter-

-changeable among the Colonies named except by selection

and that candidates have no claim to be transferred on

promotion
